This a research report on a case study during the period 2019-2020 educational project of Sector 7
of Primary Education of the Baja California’s State Educational System. The purpose of this study is
to understand the educational digitization process in schools in seven school zones in marginal urban
areas of Tijuana. In particular, the strategies and advances in linking digital education 3.0 with the
digitization of industry 4.0 are analyzed. The strengthening of social values in this border context with
the presence of the migrant population, violence and the weakening of the social fabric in Tijuana is
also analyzed. The results presented show that it is necessary to update the initial teacher training
model by incorporating new trends in educational, communication and information technologies
(ICT), and adapting them to learning and knowledge (TAC) as well as empowerment and student
participation (TEP); This has as a positive consequence the strengthening of community values and
the inclusion of minors in conflictive situations, situations faced by educational institutions and basic
education.
