Operation Acogida
humanist strategy for the reception of Venezuelan migrants in Brazil

Brazil is one of the nations that has received a large number of Venezuelans in the last five years; for this reason, this phenomenological research arises, where the technique of participant observation is combined with content review in official documents. During 2017 and 2018, migrants were arriving at the border and not mastering the Portuguese language opted to stay in that strip called Pacaraima-Boa Vista. This caused rejection by some inhabitants of the area who saw streets full of tents with entire families living inside them. The social impact was so great that it generated acts of xenophobia. Upon observing these events, the federal government saw the need to generate transformations, both in its ordinances and in its governmental policies, in order to include and control the situation. One of these policies is "Operation Reception", which is led by the Federal Police and UNHCR. Its objective is to transfer Venezuelans who voluntarily wish to work in states in the interior of the country free of charge. Offering them a secure job upon arrival according to the previous requests of business owners in the southern states of the country and lodging with food for the whole family until the first salary is obtained. The final reflection of this research is the favorable recognition by the Federal Government of the role played by foreigners in the academic, economic and political life of Brazilian society.
